Transparency and Open Data
Alignment with the national Open Data strategy
The Loulé num Click project is part of the national initiative of Digital Commercial Districts, financed by the Recovery and Resilience Plan (PRR), and is aimed at strengthening local economic competitiveness through the digital capacity building of the commercial sector, the enhancement of the tourist offer, and the promotion of territorial innovation.
The public availability of information and structured data results from the national legal framework for access and reuse of administrative information, namely:
- Law no. 26/2016, of August 22, which regulates access to administrative documents and the reuse of public sector information;
- Directive (EU) 2019/1024, on open data and the reuse of public sector information;
- Resolution of the Council of Ministers no. 66/2018, which defines guidelines for the availability of data in open formats by the Public Administration;
- Administrative Procedure Code and other rules related to the management of public information.
In this context, we provide open data sets intended for:
- Teaching and academic research institutions
- Companies and entrepreneurs
- Operators and entities in the tourism and commercial sector
- Citizens and civil society organizations
Types of Available Data
The available datasets cover the following domains:
Availability Formats
The datasets are made available in open formats to maximize their interoperability and reuse:
- CSV — structured and compatible with analytical tools
- XLSX — suitable for users with manual consultation needs
- XML — hierarchical format for integration and validation
- JSON — recommended for web applications and APIs
- GeoJSON — for georeferenced data
All files include a field/attribute dictionary, ensuring consistency and correct interpretation of the data.
Compliance with GDPR and Data Protection
Within the scope of Regulation (EU) 2016/679 (GDPR) and Law no. 58/2019:
- No personal data or elements that allow the individual identification of data subjects are made available;
- Data associated with commercial establishments only include public institutional identification information (e.g., commercial name, typology, location);
- The statistical indicators provided are exclusively aggregated, not allowing direct or indirect re-identification.
Conditions of Reuse
The data made available in this section can be freely reused for the purposes of:
- Study and research
- Development of digital products and information services
- Production of territorial and socioeconomic analyses
- Creation of visualization tools, maps, and applications
